Emre Caglar is Senior Vice President and Head of Engineering at Thomson Reuters.

In his current role, Emre leads large, globally distributed engineering organizations responsible for building and operating products and platforms across legal, risk, and fraud intelligence markets. He is accountable for end-to-end technology execution, including workforce and cloud infrastructure investment across multiple commercial businesses, and leads applied AI research and innovation within his portfolio.

In the legal domain, Emre leads the engineering of content and intelligence platforms that underpin Thomson Reuters’ market-leading legal technology offerings, operating in one of the most competitive and defensible segments of enterprise software. His teams build AI-driven systems that acquire, enrich, and deliver trusted legal and regulatory intelligence embedded across customer-facing products used by legal professionals worldwide.

In parallel, Emre leads engineering for Thomson Reuters’ Risk & Fraud business, a commercial intelligence platform serving government agencies and enterprises with AI-powered solutions for investigations, compliance, and financial crime prevention. These products are used directly by customers in high-stakes operational environments and require strict standards for accuracy, reliability, and auditability.

Previously, Emre held senior engineering leadership roles across Thomson Reuters’ market-leading enterprise tax and compliance platforms, including ONESOURCE Indirect Tax, Property Tax, and the ONESOURCE Platform, and led all AI initiatives for the Corporates business. In these roles, he drove large-scale platform modernization and introduced AI- and agentic automation capabilities that enabled more seamless, touchless compliance experiences, led the development of edge computing solutions for retail and e-commerce customers, and scaled the products to meet the demands of Fortune 100 and Fortune 500 enterprises. Earlier in his career, Emre also held technical leadership roles on multi-year ERP transformation initiatives and worked at a technology startup, giving him perspective across both large-scale enterprise transformation and early-stage product development.

Emre holds a Master’s degree from the University of Ottawa, a Bachelor of Science from Koç University, and an AI Professional Certificate from Stanford University.
